I have the honor to address you under the following circumstances;
Reports have reached me that Mr. E. W. Nichole has taken refuge on board the United States Naval Frigate "Powhatan", under your Command.
If this be the case I think it my duty to advise you that a warrant for his apprehension has been issued by the Chief Magistrate, and I hope to learn that there has been no intended obstruction to the authority of the Law.
